Texas GLO Urges Homeowners to Apply Now for 2024 Disaster Recovery Assistance Before Funds Are Fully Allocated

Programs remain open in 27 eligible counties, but applications are reviewed in the order submitted, and funding is limited

Today, Texas Land Commissioner Dawn Buckingham, M.D., is cautioning homeowners in the counties most impacted by the 2024 Disasters: Time is running out to apply for repair reimbursement or home rebuilding assistance from the Texas General Land Office (GLO)! The GLO launched the applications for the programs more than a year ago and funding is limited. Applications are reviewed for eligibility in the order they are submitted. The GLO will continue approving applications, rebuilding homes, and reimbursing homeowners for eligible out of pocket repairs until available funding runs out.

“Time is running out for homeowners in the counties most impacted by Hurricane Beryl and other storms in 2024 to apply for repair reimbursement or home rebuilding assistance from the Texas General Land Office (GLO),” said Texas Land Commissioner Dawn Buckingham, M.D. “The GLO’s housing programs have helped more than 14,000 Texas families rebuild their homes and their lives, - and we do not want eligible homeowners to miss their opportunity to apply. I encourage Texas homeowners to visit recovery.texas.gov/apply today and submit a complete application as soon as possible.”

The GLO is asking potentially eligible homeowners to take action as soon as possible while funding is still available. Homeowners who paid out of pocket for storm repairs or still need help repairing or rebuilding their primary residence may qualify for assistance through one of two programs serving 27 federally designated as affected by severe storms, straight-line winds, tornadoes, and Hurricane Beryl.

“The GLO’s disaster recovery programs to help homeowners are first-come, first-served, and funding is limited,” said Commissioner Buckingham. “If you paid out of pocket to repair your home or still need help repairing or rebuilding, do not wait. Apply today at recovery.texas.gov/apply.”

Eligible homeowners are strongly advised to collect the documents required and submit a full application as early as possible.

What Homeowners Need to Know

Both programs are available only for a main home, or primary residence.
Only one application may be submitted per household.
Homeowners may apply for either reimbursement assistance through HRP or repair/reconstruction assistance through HAP, but not both.
An application is not considered complete until all required information and documentation have been submitted.
Applications are processed on a first-come, first-served basis until available funding is expended.

The Texas GLO allocated $43,100,000 for the Homeowner Reimbursement Program to provide eligible applicants with reimbursement for out-of-pocket home repairs between $3,000 and $75,000 for stick-built homes and $3,000 and $50,000 for Manufactured Housing Units. The GLO also allocated $244,100,000 for the Homeowner Assistance Program to help repair and reconstruct owner occupied single-family homes. HUD granted $67,326,000 to Harris County and $314,645,000 to the City of Houston for the 2024 Disasters and each entity will be responsible for administering the funding directly. Residents of Houston and Harris County are therefore not eligible for these programs.

Homeowner Reimbursement Program: Financial Help for Texans Who Paid for Repairs

The Homeowner Reimbursement Program (HRP) should be a priority for homeowners who used their own money to make eligible repairs after the 2024 disasters. Homeowners who already completed repairs should not assume they are no longer eligible for help. HRP was created specifically to reimburse qualifying out-of-pocket repair costs tied to damage from the 2024 disasters, subject to program eligibility and documentation requirements.

Homeowner Assistance Program: Repair and Rebuilding Assistance

For homeowners who still need help repairing or rebuilding, HAP may provide rehabilitation or reconstruction of eligible owner-occupied single-family homes and, when applicable, hazard mitigation, elevation and temporary relocation assistance.

Anderson, Bell, Brazoria, Caldwell, Cooke, Dallas, Denton, Fort Bend, Galveston, Guadalupe, Hardin, Hays, Henderson, Hockley, Jasper, Kaufman, Liberty, Matagorda, Montgomery, Newton, Polk, San Jacinto, Smith, Trinity, Tyler, Walker and Wharton.
